How do we get there?
We will elect MPs to represent The Citizens Council policy decisions. These MPs will act as an adapter to plug the new system into the old existing one. They will be tasked with championing policy in concordance with the will of the Citizens Council. This may take various forms in the transition period.
Depending on funding available to The Citizens Council, the assembly may be tasked with writing a manifesto as volunteers that will guide MPs in their decision making over a term of office. In time, and given a successful campaign, The Citizens Council will move towards financing a full time, rotating, paid "staff" of Council members. This will allow the Council to more directly instruct their MPs and leaving less to MPs interpretation.
When The Citizens Council representatives form a majority government, the Council members will be in a position to unilaterally legislate policy.
